SST Beta 0.14 (a.k.a Scary Strategical Trend)

This update lets Portal runners do so-called ISG in runs, in some
limited scope dictated by the mods/verifiers.

Eventually we'll have a better way to do this, so this should be
considered an experimental feature that's subject to change or removal.

I'm not even gonna bother advertising it on the website as a real
feature for this reason. Nonetheless...
